For a very long time, NAV2009 and even 2010 has interfered with my mouse (at random times, seemingly about once an hour, my mouse balks at being controlled, even reappearing in other places on the screen when I'm trying to regain control over it, but the second I unplug the ethermet cable, all's fine with my wired mouse), and this annoying behaviour persists even after I've disabled NAV's incessant automatic and pulse updates (which I suspect is the root cause for the mouse issues).  The only thing I haven't tried is setting NAV to silent running.  And yes, I've tried reinstalled NAV, even upgrading, but it seems if NAV doesn't 'fall apart' (requiring uninstalls and re-installs), then the 'darned' thing simpky finds some other way to annoy me.  Good AV, best I can find, but annoying in some respects, ie; little to no real tech support and it's bugginesses.

Mouse freezes are a fairly common issue, with many well-known causes that are far more likely than NAV to be responsible for the trouble.

Under the circumstances, including that you might be running without a firewall since Norton AntiVirus does not itself have one, I'd be inclined to check your system with a full system scan

My first thought was that malware that may have gotten through to your system and so to run one or both successively of these two malware cleaner-uppers:

Malwarebyte

Superantispyware

I'm assuming of course that you can effectively and safely access the internet if necessary on a different computer.

Download and install the free versions since they do all you need by running on command, not in the background. Be careful that you do chose the free versions.

Then update them to the latest definitions and run them in turn.

Both have a good reputation for cleaning up.

If by any chance they refuse to install or won't run after installing because malware is preventing them you can sometimes defeat the malware by changing the name of the exe file to anything except its real title!

2009 and 2010 were both very stable, reliable versions.  NAV should not "fall apart" or require constant uninstalls and reinstalls. I would suggest that whatever is conflicting in your machine is affecting both the mouse and NAV, rather than NAV conflicting with the mouse.  Have you updated drivers for your network card since that seems to be related somehow?  If this has been going on since 2009, you must have the patience of Job.

What other changes or upgrades to routers, DSL's or network products were made about the same time that this became an issue.

You can also check device manager and see if your mouse drivers are up to date and even reinstall the same mouse drivers. You can also check your mouse properties and perhaps make some adjustments there. What mouse do you have?It's usually best to use the drivers from the manufacturer than windows drivers also. Is it a USB mouse? If it is, try plugging it into a different usb port. Unplugging it and letting windows find the device may help also and then reinstalling the newest mouse drivers might do the trick.
