Firstly, welcome to the community.
Please let us know all the details about your computer, the OS and software which you are using.
Also, are you using another security program, or were you, and, if so, did you fully remove it.

Win 7 Ultimate English, no another security program, i had contacted ur assist, he remote connected to my computer, and full removed NIS, restarted and reinstall NIS , problem remains, i am in china

If you have a subscription for Norton 2006 or later, then you can upgrade for free to Norton 2010.
Please access your Norton account to copy your product key and to see whether you had Norton Internet Security (which always comes with a firewall) or Norton AntiVirus (no firewall) installed:
