Same problem for me as well...
Failing configuration:
Windows 7 Pro - 32bit.
Office Professional Plus - 32Bit
Visio Professional 2010 - 32Bit
Project Professional 2010 - 32Bit

Answers to requested info:
1) Examine the system events (Windows Logs\System) in the Event Viewer and look for any errors related to the hard drive around the time you opened Outlook or any other errors that you think could be relevant. Please describe these errors in your post.
No disk errors posted in logs
2) Do you use any software that might impact hard drive access (disk encryption, etc.).
No
3) Have you ever modified any security permissions for the "Program Files", "Program Files (x86)", "Users\All Users" folders or any of the subfolders?
No
4) Do you have User Account Control enabled?
Yes
5) Do you have a bitlocker enabled?
No
6) Please check if you have any subfolders in this folder C:\Users\<your user name>\AppData\Local\VirtualStore\Program Files (x86)? If you have, please list them in your post.
No Program Files (x86) sub-folder present - Program Files sub-folder contents is:
NIS2010 did not have this problem. Have tried uninstalling/reinstalling all MS Office apps and NIS2011. Reverting to NIS2010 restores full product usability on NIS2010 version and Office2010 integrations.
Hopefully you resolve this soon...

Here's a tidbit for you, Tim-
I'm getting the exact same error on my work computer that STILL HAS OUTLOOK 2007!
Not kidding...again, started when I upgraded to NIS 2011

Yep, upgrade to 2011, the above screens show the error message that appears whenever I initially try to create or reply to any message. Sometimes it stops doing it during that Outlook session...sometimes it is every click.
I clean wiped using the norton uninstaller, tried 2011 again, same problem. I then wiped again and reinstalled 2010...the problem is gone. Tried all the above again, same thing happens.

This is a followup to my earlier posting above.
I have found that disabling AntiSpam in the NIS2011 Network Settings worsens the problem. It causes three additional error dialogs to appear when Outlook2010 first starts and the other error screens still occur anyway. However you can get rid of all of the error displays by fully disabling the AntiSpam plugin.
To fully disable the AntiSpam Plugin within Outllook 2010:
- Start Outlook.
- Select the "File" tab.
- Select "Options".
- In the "Options" dialog select "Add-Ins".
- Select "COM Add-ins" in the pickbox at the bottom of the dialog window.
- Click the "Go..." button.
- In the listing of plugins locate the "Norton AntiSpam Outlook Plugin" entry and uncheck it.
- Click the "OK" button.
- Close any open dialog windows.
- Close and restart Outlook.
You should now be rid of those annoying error messages.
After doing this it won't matter whether or not you've enabled AntiSpam within the NIS settings. The plugin will remain disabled until you use these steps to re-enable it.
Of course Norton AntiSpam will no longer be functional within your Outlook2010. However the Junk Mail features of Outlook will continue to function.

I'll test it on Outlook 2007, different directions on how to do it. I'll post back here in a bit for anyone else looking for the info...

Ok, it works in 2007 also. Here are the directions:
Obviously this means no Norton AS, but the default Outlook AS works still. We all may want to keep in mind that a Norton update that doesn't address this could potentially re-enable this plugin...and then we'll have to do this again.

Guys, I believe it is simply not compatible with the 2010 Ribbon interface in Outlook. 2007 did not take full adavantage of the Ribbon in Outlook like 2010 does.
How will we know when Norton gets it fixed? Will they provide an update?

The ribbon doesn't seem to be the problem. It's something that is messing with 2007 & 2010 Outlook. If I had an older version I would test it also.
I would love to know when it's fixed. A post here, and an update would be nice.

I am getting the error, but did not run the beta. I upgraded directly from NIS 2010 to NIS 2011. Configuration:
64-bit Windows 7; 32-bit Office 2010 (upgraded from Office 2007). Another thing is that, although enabled, NIS antispam has not worked for me since going from NIS 2009 to NIS 2010. I reported this last year and worked with engineering support, but nothing worked. So, it is doubly strange to me that I am getting this error since it didn't seem to me that it was even in the code path! Here are the answers to the requested information:

Diskeeper 2010. But error occurs even when disabled
