On Windows 7 x64 Professional with NIS 2011 V188.8.131.52.
Memory resident program ccSvcHst.exe appears that it may not be releasing handles properly. On reboot, the number of handles is 2200+ and following a full scan it surges up to 3300+.

You might be onto something - I hadn't checked my handles usage until you mentioned it, but ccSvcHst.exe is using more than 3000 for me too, a mere 3 hours after boot.

I'll add my own results in case it helps:
After 4 hours of general activity: 2817
Ran quick computer scan: ~3900
After quick scan: 2945
Ran quick reputation scan: ~3200
After quick reputation scan: 2893
After 5 minutes of last scan: 2919

Symantec itself must consider excessive Handles as a performance issue because it is one of the criteria in Settings>Miscellaneous Settings>Performance Monitoring>Alert on High Usage of>Handles. Granted the default for Handles is Off, but there is an option to turn it on.
