For whatever reason, NIS antispam toolbar is missing (disabling this feature and re-enabling it doesn't help) and my PC apps keeps slowing down like crazy and sometimes not responding. I suspect Outlook is the culprit, but in confunction with NIS.
Have others experience this phenomenon?

I have the lastest version of Windows XP home SP3 with all updates, Outlook 2003 SP3 with all updates, NIS 2011 18.104.22.168.
When does it happen? At any time, anytime I'm try to do something, especially when there's been some inactivity. Example, moving to a new browser tab is tedious (takes forever and the HDD LED stays on during all that waiting time). Another example is when I try to close an app, takes forever as well, often time seeing the app vanish very slowly and progressively from top to bottom.

Your symptoms sound like a memory issue. How much RAM do you have installed (right-click My Computer > Properties)? Do you have other security programs installed in addition to Norton?

2 GB of RAM ... I have a diagnostic app I can run if you think it is hardware based. Ok, I just ran the app and it found nothing bad with my RAM.
I have McAfee Security Scanplus and Malwarebytes installed as well.

I wish I could, but I can't. The problem seems to be gone. I suspected NIS anti-spam since Outlook no longer showed the related toolbar ... probably corrupt or something. So, I simply disabled it. Re-enabling it didn't bring back the missing toolbar.
