Just an afterthought, but I was re-reading your original post and noticed you have a Dell PC. I've heard of other users in the forum that had problems running Norton products alongside factory-installed Dell security software (see my comments here in baldeagleuk's thread Upgraded to NIS 2012 - Lost Access to Internet). I'm just wondering now if there was some sort of conflict between NIS 2012 and one of your built-in Dell programs.

The reason I ran NPE after the re-install was because I didn't get the Action Centre warning that Windows Defender was switched off after I did the uninstall.
I've set the Quiet Mode for One day, so that should mean always (I think) and I'll see if I get any more occurrences of IE not responding.
This means that I won't get any alerts when it does block an attack, but recently, it blocked a Fake App which crashed the site I was on, so if this happens again I'll have to assume it will be because of a block.
I figured it wouldn't be safe to switch off the Intrusion Prevention but at a loss as to why of a sudden, it should start doing that when there hasn't been a problem previously.

Earlier I have posted the same issue: computer freezes during Nortoon updates (NIS2010-2011).
In my opinion it is due to the NIS out of control sending updates after a re-booting.
Or keep your computer switched on and logged in for 24/24 7/7.
I'am done with NIS.

Further to lekkerweg's comment, since you recently re-installed N360 on your computer it might be necessary to re-boot and run a manual LiveUpdate a few times (with a re-boot between each LiveUpdate session) until you're only finding pulse updates. Then click on Support | About and make sure that you have the latest v. 5.1.0.29 patch installed. After you have N360 fully updated leave your computer in idle mode for a few hours so Norton can complete an initial deep scan of your hard drive to look for hidden malware.
You said you tried a N360 uninstall/re-install, but did you perform a thorough wipe of your old Norton files using the Norton Removal Tool (NRT)? A clean re-install using the NRT didn't help winnebago, but it's helped many other users in the forum having Internet connection problems. If you've ever had other security software installed on this PC (e.g., an earlier version of your Norton product or security software from another manufacturer like McAfee, AVG, etc.) please see my post here in baldeagleuk's thread Upgraded to NIS 2012 - Lost Access to Internet and let us know what othe security software you've ever installed on you computer.
If you'd like to try a clean re-install of N360, post back and let us know your current version (go to Support | About). We also need to know if you use the standard or premier version of N360 and whether you purchased the PC or netbook version. Then we can provide detailed instructions for performing a clean re-install of N360.
When you said "Norton is blocking my Internet" in message # 8 I assume you mean when you're browsing with your IE web browser and that you can still use the Internet to download e-mail and perfom other tasks like Norton LiveUpdates that don't require a web browser. Before you try a clean re-install you might want to try deleting your IE browsing history. For IE9, go to Tools | Delete Browsing History, check all available options, and click the Delete button. Then re-start your browser and see if this fixes the problem. It is especially important that your clear your temporary Internet files and browser cookies, so make sure these options are selected unless you have a good reason not to do so (e.g., there is one site-specific cookie you want to keep and you have not yet created an exception rule for saving this cookie).
It's also possible that you have a corrupted browser add-on that's affecting your IE browser. To launch your IE9 browser with no add-ons go to Start | All Programs | Accessories | System Tools and select Internet Explorer (No Add-ons). If this fixes the problem we can provide further instructions on how to isolate the problem add-on and see if it's one of your Norton extensions.
I would even suggest that you try browsing the Internet with the Firefox web browser (available for download here). If you can browse with Firefox then you definitely know that your IE browser is the problem and not your N360 Smart Firewall.

I just finished doing a complete rebuild of my laptop without any OEM software. Only OEM is drivers. I am in the process of testing now. I'm hoping it runs smoother. I'll post back with results.

The first test failed. I play SW:TOR. I loaded the game and I immediately started getting drops to 0 bits. The way it manifests in game is on the bandwidth meter. It goes from full bars to 1 red bar then back again about once every minute.
MSE doesn't do this so I must look back to NIS 2012 as the culprit.
The install was fresh Windows 7 x64. Only Dell drivers were installed, no Dell software. The issue may have to do with Dell but it's with the hardware or driver and not any installed software.
Anyone have any other ideas?

I've never had SW:TOR installed on my system, but it may help if you create a program control rule in your Smart Firewal to allow full access.
In my NIS 2011, the setting is found at Settings | Network Settings | Smart Filewall | Program Control | Configure. Then see if you can find the SW: TOR executable(s) in the program list, and change the access from Auto to Allow. There are a few other tweaks we can try but that would be my first suggestion.
If you look at your application trust ratings at Performance | Applications, can you find the excutable(s) for SW:TOR in the program list? It would help to know if this file is "trusted" in the Symantec community. If it's trusted the real-time protection in NIS should theoretically just ignore this file while it's running, but if it's untrusted it may also help to set up a scan exclusion for the executable(s) (Settings | Computer Settings | AntiVirur and Sonar Exclusions | Items to Exclude from Auto-Protect and SONAR Detection | Configure).

I just found a recent post in the N360 forum here titled SWTOR Launcher.exe that you may want to check out. The thread originator reported that they had figured out the problem and that it wasn't related to Norton, but they never explained what the solution was. You might want to post in that thread and ask them for more information, but there's no guarantee you're both having the same problem. If SW: TOR runs on your system when you use MSE as your security program then that implies some sort of issue with NIS to me.

I dug deeply into these settings and did some external research. I reinstalled and I'm testing now.
Basically what I did was trust all the devices on the network. Then I added SWTOR folder to the exclusion list and set allow in Program Control. After that I added SWTOR to quiet mode. I did all the same with my main download program.
So far I've been up for about 5 minutes or so with no connection drops. I will monitor and post back my results.

Well, one of those steps did it. I have no more disconnects. It was smooth playing all evening. I'm reluctant to mess with it again but I may over the next weekend to see if I can determine which combination actually solved the issue.
There may be others with similar issues that need this info. Hopefully my troubles help others.
