I turned off Automatic Progam Control to see what NIS2013 was allowing/blocking.
Today after PC boot, I am examined ithe NIS log and was surprised to see this? No alert or anything, NIS just blocked it outright.

What you show is not a firewall action. Rather, it is Norton Product Tamper Protection blocking svchost.exe from accessing a Norton file. Any outside agent, even a Windows process, will be denied access to any Norton file or process. Other than not being allowed to access Norton, these "actors' are not otherwise prevented from running normally and carrying out whatever tasks they are doing.
