I was having the problem as well on Windows 7 with IE8 32bit. It kept giving me the message and then closing. So I switched to the 64bit version and it worked ok. I'll check when I get home to see if the 32bit is working now. But I have a question: if it keeps closing out upon loading, how would I ever get to the IE8 menu to be able to adjust settings, reset, etc.?

The easiest way is to right click on Internet Explorer and "Start InPrivate Browsing" or "Start Without Add-ons".
In this mode, the add-ons are not loaded, but you can "Manage Add-ons" through "Tools".
Hope that helps.

My Vista laptop has a "browse without add-ons". My Windows7 laptop has "run as administrator" but no without add-ons option. Would "run as administrator" work?

Why does this say SOLVED? It isn't solved. I had to disable all the Norton Add-Ons to make IE8 work and this goes for two other friends of mine. You would think Norton would do something about this. (There is a school district near me where every computer was running Norton and they all stopped working. They were down for a day, but they threw out Norton (this is not easy, 'cause Norton doesn't want to leave and keeps starting himself) put in SVG and everything is working.) One would think Norton would fix this! I am about ready to throw it out. By the way if you watch Task Manager while you are running IE8 copies of dumprep.exe start running (I had 8 of them running at one time) and the CPU usage goes to 100% this is what is causing the hang. (Dumprep.exe is a windows routine to record the information as to why a component failed and is what gets sent to MS when you press the send button.)
Also, did you ever try to watch a movie with Norton running? Why does it go out every MINUTE and update its virus definitions. I cannot find anywhere to turn that off or lengthen the time. So, I have to stop Norton when I am watching a video, otherwise the video jumps, the picture stops and the voice continues, the picture and the sound get out of synch. When Norton is done the movie goes back to normal.

In a somewhat perverse way, Symantec might have done many people including yours truly a favor by forcing them to do a hard reset to IE8. I had not done that since I installed IE8 and must say it is running great presently.
I do believe that Symantec should provide a tool to ensure that the new IPS add-on is functioning correctly given how critical it is to on-line safety.

Hi essco,
Welcome to the Norton Community.
This thread was marked solved because the original poster confirmed the problem no longer occurred with the update released by Norton. Only the original poster can mark a thread solved. You appear to be the only one still having a problem with this.
Have you run live update and restarted your computer? If not, please try this and see if you still have a problem.
If you are still having problems you should start a new thread so that we can assist you in resolving it. Regarding your issue with Norton causing issues downloading updates when you are watching a movie. Are you watching the movie in full screen mode? If so, then Silent mode should automatically come ON which will stop background activities such as pulse updates.
You can also turn on SIlent Mode manually by going to Misc. Settings.
If this does not answer your questions/concerns to your satisfaction please start a new thread of your own as this will give your issue the best exposure. Be sure to specify your product and version from Support > About.
Best wishes.
