The System process is not the NIS process. The Norton processes are named: ccsvchst.exe, and there's 2 instances of it.

Both the processes on your picture are Windows related services

I deem that NIS is the culprit as when I disable antivirus autoprotect, CPU goes back to normal. So I agree that system is not NIS dll or exe, and is windows related, but obviously it does affect it for whichever reason... I can then enable autoprotect again and CPU will stay normal.

Please open your Norton product, and go to the Performance window. When you check the CPU chart, does the machine show anything Norton related (yellow part) when you have these high CPU usages?

Hello,

 

Try uninstalling NIS with the usual procedure (NRT etc.), then monitor your system about a day or two, without NIS.

Leave your system idle for periods of half or one hour.

If the behavior is fine and System idle process is not causing high cpu usage,, then it has something to do with NIS.

If the problem persists, I already recommended the solution in a previous post.

If you have a VAIO you should be able to recover your C drive directly from the pc from the hidden partition.

I forgot to mention that you should also uninstall MBAM and Superantispyware for a couple of days too, so you can monitor Windows.

I was having the exact same problem.  25% CPU usage by NT System & Kernel.  Temporarily goes away if I disable then re-enable NIS.  By any chance are you running a bit torrent program?  My problem seems to be related to a combination of NIS and my bit torrent program Vuze.  NT System & Kernel goes up to 25% every time I utilize Vuze and it gets hung up there even after I close Vuze.  Usage only goes back to normal after  disabling and re-enabling Norton.  So next, I went to the Advance Settings tab on Norton and tried disabling individual Norton components.  Turns out my problem is specifically related to the "Safe Surfing" component (under Web Protection).  Once I turned off "Safe Surfing" my problem seems to have gone away.  Now if only I could find a way to fix NIS rather than losing a functionality or getting rid of Vuze.....

Hey, thanks, that may be it. I am using uTorrent though...

Anyway, will be offline couple of months now and will see what happens when I start uTorrent again.

And btw, I don't think we should be fixing NIS, Symantec should... I paid perfectly good $$$ for 3 year licence, and that's the only reason NIS is still on my hard drive...  These days one can find much better solutions, not to mention product names, being on Norton forum... I am using NIS very long time, and have seen it all, from the old ( and good ) antivirus to the hog, and back to the sprinter. But it looks like it is becoming a buggy hog again. So, gone 3 years ( or beforehand if I get sufficiently annoyed ) gone will be NIS too... From all of the 6 computers I have it installed at the moment...

I am experiencing the same problem, when only surfing, the System task goes to 25-30% and stays there. I do not use Torrents of the like.

 

Switching off and on the Antivirus component of Norton makes it go away.
