Hello, I used the removal tool to uninstall NIS and Security Center still shows NIS as my antivirus solution and shows it is running.

Any ideas?

After using the NRT (Norton Removal Tool). Did you Reboot the PC??

Very common Windows problem. You need to rebuild the repository folder. If you Goggled your problem you will find your answer. I imagine your on XP. Go to Start\run and type "services.msc". When that opens scroll down to the WMI service (Windows Management Instrumentation) and stop the service. Then quickly go to C:\Windows\System32\wbem and delete the repository folder. Empty the recycle bin and reboot.
