After installing NIS2011 and making sure the program is up to date by running LiveUpdate ,
the program directed me to change my user account to
"Never notify me when:" Is this normal ? (see ScreenShot)
Just on my Windows 7 (x64) OS computer, not on Windows XP, least for now.

why do you associate this request for change with Norton?

Because the Norton program (nis2011) requested me to change it the from Default setting.
I`am not comfortable leaving it on Never and I`am changing it back to the Default factory setting.
Why did the Norton UpGrade to nis2011 from nis2010 ask me to make this change ?

I see. I have never come across this. I would have liked to have seen the request from Norton. Maybe someone can advise.

I've installed various versions of Norton Internet Security over the years and never seen that come up as a result of installing Norton and I've done it under VISTA WIN 7 32 bit and 64 bit all of which have that User Access Control.
However under those versions of Windows I always install using Run as Administrator which elevates my privileges and is likely to tell Windows that it's OK to install Norton.
If you are installing as a normal level user under Wubdiws 7 and if you were Windows 7 Default for UAC then I think you might get the usual "Do you really want to do this" nag from UAC but I've never seen it come up preset for you to OK it as Never Ask Me Again.
I'll ask a Norton Staffer (names in red in case you see a message here) about this in case Norton changed this to stop user complaints about being nagged about this that and the other action but I don't see them having done this.
What would worry me would if whether you had a trojan lurking in the background. How did you get your copy, please? I assume from the Norton Upgrade Center but perhaps you'd confirm that.

Yes, from the upGrade center , I also found it strange.
I have changed it back to the Default factory setting on this W7 (x64) system.
Ran a Full Malwarebytes Scan and a Full nis2011 Scan. Came up Clean.
The computer has only one (1) User account ran as a Administrator.

What does it say? I've been offered a Silverlight security update and since SIlverlight is on my PC I've accepted it .....
