I have Win 7 64-bit Ultimate SP1 and have set boot time startup to Agressive. This does take longer, several seconds longer - but I think the tradeoff is worth it. You can try setting it yo Normal - might save a bit in boot time, but I would not suggest setting it to Off.

Configuring Boot Time Protection <-- This worked for me!

Problem fixed.. I set it on "Normal" and it's faster now when starting up NIS2012 when PC booted up..

Thanks for letting us know -- Norton has a pretty good idea of how likely you are to get infected between shutting down the PC and then restarting and getting Windows finished installing itself and it does take precautions during the early stages.

Kudos for this piece of information elsewhere.

I have been annoyed by this ever since updating to NIS 2012.  Another thing that often happens during the time the OP cites between startup and when the NIS main screen can be seen is that if you open your browser, ID Safe will not fill logins in until you restart the browser.

IMO this is a very counter intuitive setting - who'd a thunk that being set to off would cause a start up slowdown as opposed to being set to normal or aggressive???
