I was given the opportunity to download the NPC 15.5.0.23, one of the things in it was a firewall, I had to uninstall

my Zone Alarm because it said that it would conflict with the NPC, is there anyway to block outgoing programs from

accessing the internet?

I am assuming you mean Norton Internet Security??

If so, you can go to your Program Control by launching the main UI->Options->Norton Internet Security->Personal Firewall->Program Control

Click on the EXE you want to block and use the drop down.  If you want to only Block outbound instead of inbound, you can modify the exe to block ALL Outbound ports
