In order to understand the problem with the disabled Norton AntiSpam icons I need some information from the users that have this problem.
Please post the following information to the forum:
1) Are you an administrator on your computer?
2) What is your User Account Control configuration? (Control Panel | User Accounts | Change User Account Control settings)
3) Have you ever changed User Account Control settings?
4) Do you have any third party security or other software that might limit access to the Outlook data files (please list all even if you are not sure if it does)?
5) Please provide some details about your Outlook process and outlook data files by doing the following:
a. Download Process Explorer from http://technet.microsoft.com/en-us/sysinternals/bb
b. Download Access Check from http://technet.microsoft.com/en-us/sysinternals/bb
c. Unzip both and copy to c:\SysInternals folder.
d. Launch Outlook as you usually do.
e. Using Process Explorer find Integrity Level, Virtualized and Command line for the Outlook process
i. Run Process Explorer and accept user agreement.
ii. Make sure that columns “Integrity Level”, “Virtualized” and “Command Line” are checked (Menu: View | Select Columns…)
iii. Post values in Integrity Level, Virtualized and Command line for the Outlook process
f. Using Access Check find access data for each of the Outlook data files opened by Outlook:
i. Please find paths to all Outlook data files opened by doing the following for every high level folder(one level above the Inbox)
1. Right click on the folder and select “Data File Properties…”
2. Click the “Advanced” button.
3. For the exchange account folder in the dialog click on the “Advanced” tab | “Outlook Data File Settings…” button and copy the “File” field.
4. For the POP account folder in the dialog copy the “Filename” field.
ii. Launch the following command in the command window c:\SysInternals\accesschk –v <outlook data file> for each outlook data file and save it
iii. Substitute your user name with <User Name> before posting information to the forum

Just to make sure we're on the same subject before I reinstall and test for you, our problem is this:
" When I press the "New Email" button on the Outllook Home Ribbon, I get an Error Dialog Box Titled "Custom UI Runtime Error in Norton AntiSpam Outlook Plugin". The error box contains a large Red "X" followed by the text "The call to GetCustomUI(0) for RibbonID "Microsoft.Outlook.Mail.Compose" failed. Below that are two buttons "OK" and "OK to All". At the bottom of the dialog box is a hyperlink text string stating "Was this information helpful?""
We don't have any greyed out buttons, just this box. Last evening I had tried to disable antispam and it kept coming back onto the toolbar menu and it was re-enabled in the settings.

This thread was mostly about a problem different from the "Custom UI Runtime Error". The problem I asked the information above was about 3 out of 4 buttons disabled no matter what folder was selected.
I am also interested in more information regarding the problem you have ("Custom UI Runtime Error"). Based on the information we got from a customer with this problem who contacted our technical support I know that at least in that customer case our plug-in failed to read some resources from the disk. I am interested to get more information to understand the reasons of that failure.
If you have "Custom UI Runtime Error" in the Norton AntiSpam plug-in, could you please provide the following information:
1) Examine the system events (Windows Logs\System) in the Event Viewer and look for any errors related to the hard drive around the time you opened Outlook or any other errors that you think could be relevant. Please describe these errors in your post.
2) Do you use any software that might impact hard drive access (disk encryption, etc.).
3) Have you ever modified any security permissions for the "Program Files", "Program Files (x86)", "Users\All Users" folders or any of the subfolders?
4) Do you have User Account Control enabled?
5) Do you have a bitlocker enabled?
6) Please check if you have any subfolders in this folder C:\Users\<your user name>\AppData\Local\VirtualStore\Program Files (x86)? If you have, please list them in your post.

I have the same issue with NIS 2011 using Outlook 2007.
I have 2 machines, both with Office 2007.
One works fine with AntiSpam enabled.
That machine has several POP accounts, plus a Microsoft Exchange account.
This machine is XP.
The other machine fails and has only a Microsoft Exchange account.
In order to prevent the issue, I have to disable the AntiSpam Outlook addin in the Outlook Trust Center.
Also, the failing machine is Vista 64 bit, but the version of office is the same as the working machine.

What I entered was:
"c:\SysInternals\accesschk –v C:\Users\Mark\Documents\Outlook Files\Outlook3.pst" or the equivalent for each file.

The problem with the access check command line you used was that your file path had spaces. In this case it should be inside the quotation marks.
Here is the command line you should use in your example:
c:\SysInternals\accesschk –v "C:\Users\Mark\Documents\Outlook Files\Outlook3.pst"

Actually the file I used didn't have that space. The four files I used were as follow:
c:\SysInternals\accesschk –v C:\Users\Mark\Documents\OutlookFiles\Outlook3.pst
c:\SysInternals\accesschk –v C:\Users\Mark\AppData\Local\Microsoft\Outlook\Msra
c:\SysInternals\accesschk –v C:\Users\Mark\AppData\Local\Microsoft\Outlook\Msra
c:\SysInternals\accesschk –v C:\Users\Mark\AppData\Local\Microsoft\Outlook\Mark
And I get the same error for each one of them?
I've attached a screen capture of the actual results.

I think I know what was wrong with your command line.
This part of you command line "–v" looks almost the same as the correct one "-v" but it is really not. The character before "v" in your line is hex 96. The correct one is hex 2d which is a minus sign or dash. It was probably magically substituted during the copy / paste from the HTML page.
Could you please try again with the "-v" switch in you command line ('minus' 'v').
