Norton Smart Firewall Program Control question?

Does Norton Smart Firewall automatically close ports and ignore rules that open certain port range to outside connections when server program is not running?

 

My question is that if you set custom firewall rules in program control for program are those custom rules only active when that program is active?

 

For example if I want to run server on my computer and open ports with custom rules for that when I close server program does Norton Firewall automatically close all rules for that server program too?

Yes, the ports that Smart Firewall allows programs to connect to the Internet are only open and in use when the program in question is requesting that connection. Also, the port is only "open" for that program.
