I've been using Norton Internet Security for years and years. I've also had the same ISP for as many years, and I've been using MS Outlook email client for as many years. Today, I typed a reply to an email and when I clicked on 'Send' the reply closed normally, but then an error message from Norton popped up:
451 qq temporary problem (#4.3.0)
The email details indicated it was the email reply that I just sent. But no explanation for the problem. Did the email get sent or not?
When I tried to search for 451 qq on the Norton site, no results were found.
I've never seen this error before. Should I send the email again?

Well, I turned off outgoing email scanning and forwarded the email message (with apologies if it was a duplicate) and this time I received no error message.
Then I turned back on outgoing email scanning, and sent a test message to another email account I use. There was no error message and I received the test message.
Maybe it was a server issue, or maybe it was the version of Norton Internet Security? When I first saw the error message [451 qq (#4.3.0) temporary problem] I immediately clicked on 'Support' from NIS and a web page opened with a big message displayed in red: "Are you sure you don't want to upgrade?" (which made no sense because I had only clicked on Support and nothing else yet). So I did the upgrade. Maybe that fixed the problem that caused the 451 qq error message?

Norton Email Protection sits between your ISP and your email client. When there is a delivery failure, the notice sent by your ISP, which would otherwise be displayed in your email program, is instead displayed by Norton. This can make it appear as if Norton caused a problem, or is alerting to a problem, when Norton is actually only delivering a notification from your email service provider about a server issue that your sent message encountered.

I believe I have found and fixed the problem. I started getting the 451 qq temporary problem (#4.3.0) error more frequently (several times per day, but not every time I sent an email). I was still receiving emails, however. Then, about 5 days ago Outlook could not send an email, displaying this error message:
"!Task '[email account name] - Sending' reported error (0x800CCC78): 'Cannot send the message. Verify the e-mail address in your account properties. The server responded: 503 you must authenticate first. (#5.5.1)'
I didn't remember having to authenticate in the past, so I went to my email/domain host's support website and found step-by-step instructions for setting up POP mail in Outllook 2010. I compared my email account settings in Outlook, and sure enough the tutorial said to check the box for 'My outgoing server (SMTP) requires authentication'. The tutorial also listed a different outgoing server setting than what I had in my account settings. After making those two changes, a Test Message was sent successfully, and the email sitting in the Outbox disappeared. I received confirmation that the email was sent a few hours later when one of the recipients responded to my email.
It's now been five days and I've had no '451 qq temporary problem' error messages from Norton. I am convinced that the outgoing server settings was the problem. Just thought someone else might benefit from my experience/solution.

A great many ISPs are now requiring the use of secure ports and authentication, which means uses need to change the port settings in their email client. Glad you got it sorted out.
