after you done a backup you could try to put in your windows xp disk and do a repair installation. that might help if there are missing files.

You clearly had malware before, it is highly questionable that your computer is clean after attempting to reinstall NIS. Reinstalls of security software is not likely to be successful when malware is already present.
You need to visit one of the malware removal sites recommended by Delphinium.
Until you have done this you have a high likelihood of continuing to have problems.
Once one of these sites has given you a clean bill of health we can work with you to get NIS functioning properly again.
Please let us know how it goes but you really need to visit one of these sites before attempting to do any more. Attempting to work around this could make the problem worse.

Let's worry about getting the computer cleaned up first. I have already asked the OP to let us know when the computer is cleaned up. At that point some things will need to be done to ensure that NIS installs properly.

Thanks everyone. It's obvious now that I have a serious infection. Once the machine is clean I'll get back to you.
