Is it still called "mom's computer" ? I thought it had been suggested that you should use no punctuation or spaces.
Try renaming it to "moms computer"
And please even if we turn out to be wrong, do what we say and nothing more then we can compare with what we believe should happen.

I am going through this thread, found many interesting things happening.
CK> Both Phil_D and huwyngr are right about eliminating the Vista out of the issue to make sure that it is not a configuration problem with the vista before reaching to a conclusion that it’s one of the firewall. As you still insist that it is Norton Firewall issue, then you can try checking the trust control settings in Norton firewall which can also cause this problem. Make sure that your network under the Norton Internet Security Trust Control is displayed and is trusted. If you are not sure how to check it than please go to Internet Security, under web browsing you will find firewall, when you click on it you will see turn off and configure button, click on configure. In new window on left hand side you will find “Trust Control”, than click on it, on left hand side you will see three tabs (Active, Trusted and Restricted), you network should be in “Active” and “Trusted” Both, if it is not available in trusted than you can go to Active tab, highlight the network and than at bottom you will see a button saying Trust, Click on it, you will receive the prompt to select the type of sharing, you can select either on of them. If this does not work than you have to disable both the firewalls and see if you are able to connect and share printer without firewall intervention.

Of course my mom's computer isn't named "Mom's Computer".
I'm using that for privacy reasons on the web. I've already shortened all the stuff they asked...I'm about to try the whole unplug thing and we'll see how that works...
Quick question. Okay so on Norton our Home network which I'm calling "Home" but really is called by my last name is listed under Active but not under "Trusted" networks for the firewall.
Now I want to put it as a "Trusted" network. It gives me 2 options.
1) Allow File Sharing on this network
2) Allow ALL Network Activity on this network
Which one should I choose? Does it matter?

Xelion you are the F*CKING MAN!
It worked! I just added it to the "Trusted" list from looking at it under the "Active" list and BAM I was allowed access to my mom's computer thru my laptop. I then found the printer, right clicked, and pressed "Connect". It then connected to it and downloaded all the drivers that I needed. Although I already most of them I think because I used to just use a USB cord when I need to print anything until I discovered you could do "Print Sharing".
Anyways thanks once again Xelion. You have no idea how much this means to me. I knew it had something to do with Norton but for the life of me I couldn't put my finger on where it was exactly...
PS Thanks to all the other people who tried to help me. I know you guys meant the best.

Although I was really frustrated during this whole process I can honestly say that I'm please with the whole experience. Not only cuz I got a solution and it absolutely worked BUT because so many people were willing to try and suggest solutions in the first place. And the vast majority of you aren't even offical Norton reps or employees which really impresses me.
Anyways Norton has definitely bumped its way up to the top of the list for which Internet Security Suite I'll buy this fall.
Right now I'm thinking...
1) BitDefender vs Norton
2) Trend Micro
3) Kaspersky
4) McAfee
Thanks once again for all the help. Even though my mom's trial ends in 2 weeks or so at least now I have a solid way of getting all this stuff to work if I install Norton on our systems.

Since you put it in quotes I followed the convention and took it as literal and I don't remember actually saying you had taken out punctuation marks and spaces.
I hope you appreciate the problems of remote troubleshooting -- it's rather like working one's way to the center of a maze when it's marked out with painted lines on the ground and we are blindfold! We can only work with what we are told.
Anyway I really mean I'm glad you got there despite the journey. Whoever said "It is better to travel hopefully than to arrive" was not dealing with a recalcitrant computer <s>
