After a checking a few posts, the cookies appear to be on those pages which contain images.
On the Norton Forums, you cannot insert screenshot images directly in a post, you must link back to an image hosting site such as ImageShack or Photobucket.
These sites generate the link code for the user to place an image here on the forums.
Because of your browser settings, the cookies from the image hosting site are being blocked. Check the Privacy Report when you see the cookie blocked icon and you can see where the image is actually hosted.

Hi Tony,
The Privacy Icon is based upon the browser settings and is not unique to The Norton Community.
I am using IE7 with the default settings. Under Tools > Internet Options > Internet Properties, the Privacy tab is set to "Medium". I have the bottom Status Bar showing.
When I go to a Norton Community post that has an image linked to it, I will see the Privacy Icon
in the bottom status bar.
If I navigate to a post with no linked image, there is no Privacy Icon.
Here is one of my posts which has three images linked to ImageShack. This post invokes the Privacy Icon.
Double Clicking on the icon will show the Report:

The same action is observed on other forums such as The Vista Forums, if the post has a linked image.

In both cases the privacy report shows that cookies were blocked from the "third party" site - ImageShack.
This same behavior is observed anytime I navigate to a website that contains ads, images or content linked to another site.
I prefer to always have the bottom status bar visible in IE7 because not only does it show the Privacy Icon, but more importantly, I can hover the cursor over any image, link or content and the web address of the object will be clearly shown without me having to click on anything. I look at it as an added security measure.

I was too late to edit my previous post, but I wanted to add this information.
There could be an occasion where an image is hosted on a site whose cookie policy conforms to the "allow" rule in the Privacy setting, such as cookies that have a compact privacy policy. In this case, the Privacy rules are met and no blocking would take place; therefore no Privacy Icon would appear.
