I purchased \norton Internet Security (1 year) on Oct 23 and it is not working. Who to I call to deal with this matter as I don't want to be billed for it when it is not working.

If you can give us a bit more information about your problem we may be able to assist. You might also mention which version of Windows you are using including which Service Pack.
Did you renew from the Norton site or did you purchase a new copy from elsewhere?
Do you get any error codes?
Before you installed NIS what security product were you using and how was it removed? Most vendors have a removal tool to use before installing new products.
