Hello queenwhitewolf,
Since you cannot access the Root Directory, you will need special assistance from the Safe Web Team.
First, be sure you have registered as a site owner with Norton Safe Web at this link. You will receive a confirmation email with important information.
While awaiting assistance from the Safe Web Team, you may want to add the nortonsw authentication code by means of a Meta Tag to your Main (Home) Page. Be sure this tag is located in the head section of your main page, between <head> and </head>.
You can create a new tag using your site building program. Use nortonsw as the file name and the full authentication code as the content. The File Content or authentication code is the very long alphanumeric code that would have been sent in your email registration.
If you do not wish to create a new tag, you can add the File Content (from your email registration), the very long alphanumeric code to an already existing tag on your main page. Be sure it is separated from the other entries with a comma and is confined within the ">. If your site builder program has the option to allow you to add or modify tags, the formatting should be preserved automatically.
Example: .... "keywords" content="dogs,horses, zp_4srd6nros..............u30fm24fy">
(Norton SW File Content is in blue text.)
Although neither of these methods will allow for the automated verification, it should assist the Safe Web team in verifying your site.
I hope that helps.

Hi queenwhitewolf,
As Phil_D has mentioned, could you please add the auth code as a meta tag on the main page of your site?
This code has to be visible to us, in order to verify ownership.
In the meantime, we have queued 'heavenlydivinecustomrosary.com' for analysis.
It should get rated shortly on 'safeweb.norton.com'.
