I have looked through 2012 help and can find no way to show the scan in progress dialogue box. Last year I used Norton 360 and the scan in progress dialogue box popped up at the scheduled time without exception. This box also provided "scan complete" with a comforting comment that all errors found have been corrected.
I would prefer to witness the scan in progress and the friendly green box "Scan Complete and successful in green" to be sure the scan runs. At present, I have to go into NIS 2012 and check the history to be sure the scan completed and was successful.
Any thoughts on triggering the "scan in progress dialogue box with final results of scan?"

You are correct - it should have worked, I think.
Did you have Norton 360 previously on this machine?
Here's what is suggested -
1) Backup (export) all your Identity Safe Data (if any) and make a note of your NIS 2012 Product Key.
2) Download an run the Norton Removal Tool - NRT. When complete reboot the computer immediately.
3) Reinstall NIS 2012 from this link (You will need that Product Key) and fully update via Live Update until all updates are exhausted.
Test the new configuration and advise here if it solves this issue.

Are these scheduled scans or user-initiated scans, or both? There has been some mention here recently that the progress box does not appear with scheduled scans:

Issue: Scheduled scans do not provide a progress box. The manual scans provide the progress box.
I agree with Alexander that the progress window is useful and quite honestly I would like to see this issue fixed.
What is the procedure for moving this up the Norton food chain?

I'm glad that SOJ posted that info, since I do not schedule my own personal scans.
You can certainly move it up the food chain, lol, but don't expect instant gratification.
