I'm having the same problem, but I am running WIndows 7 Pro 64 bit.

Same issue here. Windows 7 64bit.
I too am disappointed in version 2012. I am having to resave many Norton ID Safe entries because it didn't process the backup created in 2011. I tried uninstalling\clean install instead of the initial upgrade install, which I thought might be the reason why the import of my backup was corrupt. It seems we may be currently testing one of the final betas of NIS 2012.
I suppose "stuff" happens.

I'm getting the same Update Process Failed to Complete message. All other updates seem to get through. I'm using WIN7.

I'm not sure how important Submission Control Data is but I hope Symantec fixes it......I'm sure again they will when they become aware of it........Gorpy1
