I am trying to upgrade my SOS Online Backup software and NIS 2013 insists that the download is unsafe. The vendor says that it is a false positive and that it needs to be resolved with Norton. Here is the link for downloading the software: http://www.sosonlinebackup.com/sos-backup-software
and then select SOS for Home and Hmoe Office -> Windows. What do you have to say about this problem? Is the file truly unsafe? What is WS.Reputation.1 that you identify in it?

Brand new programs may be good as gold, or better, but without a confirmation I'd wait before I disable security to download almost anything from almost any vendor. But, that's me

WS.Reputation.1 is a detection that is based on the file's reputation score, rather than a signature match or suspicious behavior. If you are certain that the file is safe, you can download it by first turning off Download Intelligence in the Norton Settings that are shown on the Norton Advanced View screen. Be sure to re-enable this protection after the download.
Alternatively, you can create a dedicated download folder and exlude it from scans under Items to Exclude from Auto-Protect, SONAR and Download Intelligence Detection. Then download the file to that folder.
