I've no problem with NIS09 and utorrent either. You can check to see if it is NIS blocking by doing the following:
Open NIS
Click Setting for Internet (Center of window)
Under Smart Firewall Click on Configure after Program Control
Scroll through the list and see if utorrent is listed and if blocked.
If Blocked you can change to Allow.

As I have already mentioned, N360 and bittorrent play along fine: green check; "network OK", have already port fowarded and enabled static nat.
When I install NIS09, I cannot even login to DHT.
Yes, I have allowed Bittorrent access under firewall settings. Changed from custom to allow. No use.

My logs show that an instance of bittorrent from C:\Program Files\Bittorrent\Bittorrent.exe is being blocked access to the internet. I modify the firewall to allow bittorrent, but does not help.
It cannot be NIS? Well, the only thing i changed was going from N360 to NIS09

After unblocking utorrent in Program Control, did you still see the message that NIS is blocking uTorrent? If not, it might be other active firewall (e.g. Windows Defender) that is blocking it. Please also check if you have two firewall active simultaneously.
BTW, if you set uTorrent to allow, you probably need to restart your machine because uTorrent might load some services during boot time.

1. Windows defender is not installed
2. Windows firewall is turned off
3. NIS is the only firewall/av I have

Random fact: I noticed that some torrents were getting like 30-40 kb when n360 enabled; then i disabled the firewall now im getting like 110, then it drops back to ~40. Bad torrent? I mean i was getting like 600 earlier.
