I have been testing Safe Web and some sites come up with a red warning in the toolbar saying that the site is unsafe. But I have seen where Safe Web blocks an entire web page with a yellow back drop. When does that occur? How come not in unsafe sites. Or are really malicious sites blocked?

In its current design, the Anti-Phishing component in NIS 2010 will block suspected fraudulent or phishing websites with this full page block. This is different from the Safe Web component.
Phishing sites are designed to steal your sensitive personal information such as bank information, credit card information, etc

Ok so that would explain if I Google things such as keygens,cracks and serial generators why those sites are not blocked. Even if I Google warez it wont block those sites. Its like McAfee Site Advisor I guess. Only block phishing sites but giving a warning about other sites.

These phishing sites are potentially more dangerous than other bad sites. This is the reason behind Norton blocking the phishing sites. This is NIS 2010 design.
In future release of NIS, which is now in beta phase, this feature is enhanced to block both phishing and bad sites.
