I am located in the US and personally, I get my NIS product keys every year for free (technically) when stores advertise them as being free after a series of mail in rebates. It usually says something like (for NIS at least) $69.00 - $10 instant savings - $40 mail-in rebate (marketed as being through store but comes in the form of a pre-paid visa card with "Norton" written on it) - $20 upgrader's mail-in rebate through symantec (only works if you have purchased the same norton product in the last 4 years and also comes in the form of a "Norton" pre-paid visa card). Stores usually advertise deals like that at least once ever other month and for sure every Black Friday (that is when I usually buy mine). If your keep your eyes open you can get any one of the three main norton products (NIS, NAV, and 360) for free through deals like that.
Of course, if you don't want to go that route you could also automatically renew online. However, symantec only gives you a small discount as seen here. IMO, it is always best to go with buying your norton software in a store for the savings alone (it is also nice getting the physical cd).
If you decide to wait until you find NAV2010 for free in the store, your current subscription does run the risk of running out before than. To prevent this, the day your subscription runs out uninstall NAV2009 via add/remove programs. From there, run the norton removal tool (available here) once or twice (this is a good idea whenever you upgrade a norton product due to reported problems with traditional upgrades), and then install the 30 day trial of NAV2010 via this link. Once you have purchased your copy of NAV2010 you can then simply type in your new product key.
