Pity, switching off/on Antivirus task did not help.
You can try to switch off Community watch in options and see what happens after a reboot and in the long run.
Maybe a re-install of Norton helps.

My ccsvchst exe uses so much resource it shuts down my computer. Had this problem last fall and norton could not find what the issue was or fix it. Thought the problem might be with ie. So I changed browsers to chrome. Same thing is still going on. The ccsvchst runs and will not stop no matter what I do, till it finnaly shuts down my pc. I have found a solution for the problem though, AVG. It's free, works great, don't use near the resources as norton, and most of all it doesn't shut down my computer. Norton has some kind of issue with the ccsvchst. The problem is cross browser and the forums here and at ie are full of the same problem that has been going on for me at least seven months. NORTON, fix the ccsvchst issue and stop telling people the problem has been fixed or that the problems is not norton. The problem is wih norton and it has not been fixed. I don't think norton knows what the issue really is. My norton is supposed to be free with comcast, but even free I can't use it. I have also just contacted Comcast about the issue and am waiting for a reply. BTW...I downloaded AVG antivirus and it has been workin wonderfully. No heat ups, no shut downs runs good and quiet and don't hog resources like norton.

If you wish to try reinstalling (it can't hurt), download the Norton Removal and Reinstall Tool from here.
If you use Identity Safe, backup/export your Identity Safe data.
Run the NRnR tool. As the name says, it uninstalls your installation, reboots and reinstalls the same product.
Be sure to manually run LiveUpdate a few times, rebooting as necessary, until no updates are available.
Import your Identity Safe data.

Is there any solution to this? I'm running Norton 360 6.2.1.5 on Win 7 32-bit and I've recently noticed ccsvchst.exe randomly pegging 1 of my virtual cores continuously. I'm running on an i7-860 which has 4 cores w/hyperthreading so 13% is approximately equal to pegging 1 virtual core.
There doesn't seem to be a background scan going on and my machine isn't idle. I'm actively working on it now such as w/me typing this message, but ccsvchst.exe keeps pegging away. It's also as a result raising my CPU temperature (I'm monitoring using Realtemp 3.70).
My Lenovo T61p laptop also running Win 7 32-bit (on the same CD key, as it's a 3 license version of Norton) and I believe the same version of Norton also had a similar issue earlier today w/ccsvchst.exe gobbling up 50% of CPU. That laptop is only dual core. Disabling and re-enabling smart firewall and auto-protect doesn't help.
Known issue? Are there any logs I can provide that could help when this happens again? I don't think this started happening within the past few weeks. I've been using Norton anti-virus products for years.
