Can you provide more information? What is your operating system and service packs, any other security programs on the machine, what virus were you removing, what have you tried so far? Are you accessing the internet on the same computer, and are you able to access other security sites such as malwarebytes: http://malwarebytes.org/
or Superantispyware: http://www.superantispyware.com/
If you can download those free scanners, update them and run. Let us know what comes up. If your subscription to NIS2008 is good for a while, it would be a good idea to take advantage of the free upgrade to NIS2009. This will give you a better overall package than 2008.
Is there any information in your Norton unresolved risks or Quarantine?

The computer is from a friend. Windows xp service pack 1, I don't know if it was upgraded. It has a desktop hijack
a porn wallpaper. No icons, can't bring up taskbar (says disabled byadministrator), safe mode brings up the same thing. Dan

sp1 is on the cd he gave me with the computer. I don't know what updates are on it. I'm using my home computer for internet. No internet, no icons, won't bring up taskmanager, same thing in safe mode

Do download and run the two malware removers that Delphinium suggested. They are excellent. Make sure you get the free versions and that you update them after installing them and before you run them. Only run one at a time; not both together!
Let us know if there is a problem installing either of them on the infected computer -- Superantispyware can be run from SAFE mode and even has a utility BootSafe to bring that about.
It would probably be a good idea for you to download the files -- using SAVE not RUN -- and burn them to disk or copy them to a thumbdrive to take to the infected computer.

I'm unable to use anything on the desktop so I don't know how I can use the usb. i thought I could use nortons as a boot disk and run a scan but it comes up with a temp file problem.

You can still run the programs by pressing ctrl+alt+del and press new task
1.then in new task type explorer or type c: or d: whatever ur drive letter is.
Like this u can also access usb too.
Now dl the tools mentioned above in usb thriugh different comp and run it thru usb in ur infected comp.
It sud solve ur prob.
2. If this doesn't solve the problem, then press ctrl+alt+del
In new task write msconfig
untick all the services and startup files and press apply and restart then use any removal tool coz u ll b able to c all the icons and all after restarting after unchecking all startup services and programs.
