Its always recommended to turn Norton Community watch to On.
What it does is, it sends the details of unknown threats and detections from your PC to the symantec team through live update.
You can also see an option called detailed report, even that is recommended to be in ON. That sends the DEV team of symantec a detailed report of the unknown threats on your PC.
That would help us to fix the threat for your PC and the fix would be given back to all the other users too through again Live Update.
But turning it to OFF doesn't reduce the security of your machine as long as the SONAR setting is in ON.

You can install the Norton product leaving that option unchecked.
Norton Community watch actually send information about the unknown threats detected on your computer. So installing the Norton product with this option checked will help symantec. You can read the following thread for more information:
However, as I said earlier, it is not mandatory to join Norton Community Watch.
