I'm not sure about this, but I think that file is used in all the Symantec products. Since the version of the Norton product has changed, I think that file had to be submitted again. With the recent version updates that everyone was getting with the different products, NCW was very busy and they just had to keep trying to submit it until it was able to be submitted.
