It seems somehow that file corrupted... Try to uninstall the norton product with the Norton Removal Tool. Then reinstall it again.
Here are the steps to do that:
1. Download the removal tool from here:
2. Uninstall your product from Add/Remove programs.
3. Reboot
4. Run NRT several times (2-3x)
5. Install your Norton product
If you have older version than the 2009 versions, download the setup package for that, and install that one. As your subscription is valid, you can download any main updates too.

Hi lolman,
You can check your Norton Account using this LINK. Please let us know the exact name and version of the Norton program you are using. You can get free upgrade only if you have Norton 2006/2007/2008 product currently installed. If you have Norton 2005 or earlier versions, you won't be able to perform the free upgrade as suggested by PapauZ. Also, check whether the file mentioned in the error message is correct, never heard of such a file for Symantec product.

You don't need the Norton account for these steps. If you have your product key in your e-mail or if you have a boxed version, then on the box, just use that, and log-in by the setup the same Account you used before.
