If it is Norton Mobile Security (NMS) locking your phone and it says it was locked by SMS lock command then someone has sent the lock instruction to the phone using the password that was set up on the phone when NMS was set up. This can be easily undone by using the password to unlock it.
Obviously someone knows the password. Normally that would be the owner of the phone.
It could however just be the person who set up NMS on the phone. So if someone else set up NMS for you - ask them for the password, unlock the phone and change the password.
Or ask the owner of the phone for the password.
By the way, when NMS is set up, it should insist that you set up a buddy, and advises you who they are when the phone is locked.
