Sorry to hear of your problems and no I do not think this is normal. However can you give us a little more detail in the hope that someone can help.
Did you download Norton Mobile Security (NMS) from Google Play or from the Norton servers?
Did you also load the Norton Anti-Theft plugin?
Do you know what version of NMS you have? Or when did you download or last update?
What version of Android do you have?
Probably most importantly - Did you manage to register NMS and or set up the Anti-Theft? If not I cannot see how it is locking you out. If you did then you will have had to set up some buddies and they should be able to unlock your phone.
Sorry about all the questions but as I say it does sound odd and it is difficult to try and work out what may have happened with so little information.

[Edit - I'm also puzzled as to the signature on your post which seems to imply that you have sent the message from what I thought was your locked phone!]

Do you mean SIM card and not SD card? I'd recommend powering down, taking the SIM card out and wiping it with a dry Q-Tip. Examine the SIM card for any discoloration at all. Any discoloration could mean oxidation of the metal which could be causing a delay in the device modem registering the SIM card.

Could you provide a screenshot of the message? I know of no SD card message relating to the AntiTheft module.

It should not require a hard reset but if you are content to do that with all the hassle involved then we will all wish you good luck.
I suggest if you do that, slowly add apps back and watch what happens. Probably best to add NMS near or at the beginning of the process. Don't add the Anti-Theft plugin until you are satisfied that things are running well with NMS.
And do report back and let us know what happens.
