Welcome to the Community.
Sorry you are having problems. Thanks for coming here and letting us know. Sadly there is nothing I (a non-Norton person) can do at the moment. In fact I also am unable after many days to make my copy of NMS 3.0 work. However the good news is that Norton are well aware that there are problems and I believe they are actively working on them. Hopefully they will resolve these issues soon. If you keep a check on this forum you should be alerted as soon as the problem is solved or if a solution is made available I will try and ensure it is posted here.
In the interim - good luck.

Welcome to Norton Community!
This can be caused if your subscription info is not captured during the upgrade to NMS 3.0. To fix this, I would suggest you to uninstall the NMS 3.0 app and reinstall it from Google Play Store. While registering the product, you are asked to sign in to your Norton Account. Do not skip this step.

clear data, uninstall, reinstall from googleplay, restart

only NMS2.5 works

To address this problem, an intermediate update is being released through LiveUpdate. Please run LiveUpdate to check for the update notification. This new update will save your current license and personal data before upgrading to the latest version.
Once you install the intermediate update, you will see a notification about the new version of Norton Mobile Security available at Google Play. Download and install the NMS app from Google Play Store. Follow the on-screen instructions to register the new version and uninstall the previous version.

I think from VinodP's info it is that the LiveUpdate is run when
you have Norton Mobile Security version 2.5 application installed
on the devices.
The upgrade is a very simple process one that i have just tested
now taking me from version 2.5 of NMS to the new Google Play
Stores version 3.0 of NMS.
Hope that bit of info helps.
