I purchased the full version of norton mobile security but have recently purchased a new phone with a new number, through the same carrier (cricket). I would like to know if/how I can transfer to new phone/phone number.

If you purchased Norton Mobile Security (NMS) through Google Play then merely transferring your Google account to the new phone should enable you to reload the full version of NMS from Google Play, I think.
However if you have a version of NMS downloaded from the Norton servers and activated with a registration code then you may need to contact Norton support which you can do via this link. The contact link is free and the staff are normally very helpful and get things sorted fast.
In fact even if you had the Google Play version and are having any problems the above link should be the best way of getting the license transferred.
