The Security Wipe option states "After 10 password attempts." By "password attempts" is it referring the the phone's PIN that I input to unlock the phone, or to the password I enter in the Norton Security App?

That would be 10 attempts to unlock the devices NMS Lock Screen after locking it using the NMS
Remote Lock Anti-Theft feature and the correct password to unlock it would have to be the password
or pin used to set up the NMS Anti-Theft features.
So If the Wipe option is checked in the NMS Anti-Theft settings 10 incorrect attempts at the password
or pin for the NMS Lock Screen will wipe the device.

Just one minor addition to smithy's reply.
It is my understanding that once the correct password is put in, then the count is reset. So even if you have 5 attempts before you remember the correct password, the next time you get it wrong you still get 10 fresh attempts.
