I have installed NMU in my razr and im comparing data count with the carrier reacord and 3Gwatchdog. Everything was working fine, data was matching pretty good ....

However, last weekend i used my phone like a mobile wifi hotspot to share the mobile internet connection with a tablet. So i was browsing internet, downloading stuff on tablet. After the session i looked the data counter and NMU went way too high reporting 3x more than 3G watchdog. 3G watchdog was reporting 300 MB consumed and NMU was reporting near 600 MB, i compared with carrier record and 3G watchdog was correct.

So again NMU failed to count mobile data when the phone was used like a wifi hotspot to share the internet access.

It sounds like you're able to reproduce this very easily.  Are you familiar with the CatLog app that we use to grab logs?  If not, I can provide some steps.  

What we'll need is to have you start logging (choose verbose) with CatLog, and then recreate the situation.  Stop logging.  Make note of the differences.  Send me a private message with the log size and I will give you a place you can send the logs to me.  Once we have those I'll pass it along to the team to investigate why this is occuring so we can try to fix it in our next build.

Build 104 was just posted which should address your issue.  Could you check with this build?
