I just installed Norton Utilities on my HTC Desire HD and it seems like a nice program.

When I select usage, my usage seems correct except for the data traffic, which NU started counting from installation - and that seems pretty reasonable.

But NU could use some more settings where you could set data traffic already used this month. Probably also call time, sms and mms, since this data is probably read from the phone, and if you do a factory reset, NU won't be able to know usage before the reset.

What version of Android do you have on your Desire?  You're right about a reset.  We do rely on information present on the device, but I can check with the team to see what can be done in that scenario.
