How to disable data monitor and how to make apps stop starting at boot

In order to stop apps from starting at boot, you'll have to root the device and then have an app that can lock the item you want to stop.  Other options would be to customize the ROM or mobile startup manually.  You'll still need to Root the device.  As to the data monitor, are you talking about NMU specifically?

I'm not sure why you would want to stop NMU monitoring data at all (it does not monitor the data just the volume of data) or how you would do that.  However if you are concerned about it alarming at a certain level then you can set the alarm level to a suitably high number so that the alarm never goes off.
