I've tried doing a backup for the past few days now and it won't comlete it says that I have to close all other programs while running a back up, even though the only program open is Norton. I've made sure that i have the lastest updates each time before I start and yet it won't finish. Any help would be appreciated.

Norton Online Backup, not Norton 360, has open file backup support. You'd normally only get those types of messages if the other applications didn't fully shut down or there is a secondary conflict. I doubt its the actual install itself so there wouldn't be any need for support to remove the software. I'd decline the request if they suggest that.
If you can't get the matter resolved in the first query let me know and we'll take an alternate route.
