Exciting news, from our friends at Norton! And just like Norton's other great products, Norton Tablet Security (NTS) is going to be supported here in the forums by a dedicated team of volunteers--fellow users like you, who are just as interested in ensuring that this new product provides a great (and secure!) tablet computing experience as you are in receiving one--precisely because we are users like you.
For my part, I'm a devoted Android user who's run Norton Mobile Security (NMS) on my smartphone since it first came out in Beta. When NMS formally got released a couple months ago, I bought two licenses that first morning--one for my phone, and one for my tablet. But like many of you, I'm sure, I was less than enthused about the experience. Not only were some of the key functions--like Anti-theft--still unsupported on tablets, but the fundamental user experience was (like so much of early Honeycomb) basically just...well, what was left of the phone product--on a big screen.

I can understand your confusion but I think it arises from Norton trying to help Tablet users with something that is specifically designed to work on their type of device. NMS should continue to work for you but the tablet version should be better.
When did you buy NMS? If it was recently then Norton support may give you a refund if you are thinking of moving up to the new product.

Andmike is correct. I would suggest contacting the helpful (and responsive!) folks at Norton's Live Chat customer support staff, and asking to do a refund-and-purchase so you can switch from NMS to NTS. Norton's standard refund policy is 60 days--and even if you bought the full NMS like I did, on that first day (I seem to remember you did!), you're well within that time period.

Obviously it is early days for the new software and it may take a while to roll out across the globe. I know that with NMS there were some issues related to currency conversion rates which caused delays. So if you are still interested in the new software keep an eye out for it in the coming days/weeks and, should that take you a little over the 60 days you might quote these early exchanges when you contact Norton support and seek a refund. They should be fairly amenable.

Actually, it's not available in Android Market yet anywhere! As I understand it, the Retail version is rolling out first, with the Market version to follow in a little bit. If you don't already have NTS, and you'd like to buy it now rather than wait for the Market version, I'd check computer and office stores in your area that are known to carry Norton or other security products.
One of the quirks about Mobile is that the ways a subscription/purchase is validated are really controlled by the OS vendor (Google, Apple, etc.) when the app is purchased through its Store, so the app vendors who are going to distribute through other resellers (Staples, etc.) actually end up having to maintain separate versions that authenticate differently to do so. In most cases and most respects (functionality, for example) this is entirely transparent to the user...but during the initial rollout there can be this period of time where it's only available one way or the other.

Sorry, Andmike--everything you said is exactly correct. There's just another option as well, and that's the one that's available now--but yes, the same principle applies there too as it's entirely possible it hasn't reached stores in some places.
