Norton Toolbar / Norton Identity Safe

I was using google blogspot.com and then switched over to my own domain name but I dont have access to any root files to load Meta Tag ot HTML code to verify my website

I tried to register my blog (outinvancity.com),  I can't get to the root folder- and doesn't allow meta tags within the posts. I don't want people to be scared to click on my blog... it's harmless! Please help!
