Sorry if I sound like I am whining. I am feeling really sorry for myself on this issue.
Finally, how to fix the problem now?
You can go to History and on the drop down select LiveUpdate, then look for a recent NIS Product Update. If you have not had one since June 4th, then I would guess you have not gotten the Product Update yet. I received mine on June 5th as shown below:
Also, this product update shold require a reboot, so you can be on the lookout for that also as an indcation that your got the update.
One more thing I have heard some folks need to restart FF after the Norton update has been received.
Keep us posted.

I have removed firefox 13 and returned to firefox 12.but Norton toolbar not offered in "View" and when I go to Tools - Add-ons the Norton toolbar not offered there either.
Next removed firefox all together plus this time I unchecked to box to save my settings and did fresh install of firefox. Meanwhile did live updates to bring my NIS completely up to date with re boots after each Live update (even though not requested to re boot.) and Norton toolbar staill not offered.
Spent a couple of frustrating hours on all this today.
I seem to recall going through all this a few months ago with firefox 10 update and the answer turned out to be to remove NIS and download a freash baseline version which I then had to "Live update" many times with reboots and finally got the dammed Norton toolbar to be available. I have searched through all of my norton community posts and private messages but cannot find the message with the links to download the NIS again for a fresh install.
Please excuse my language and frustration. So, may I please have a link to download a fresh NIS installation so I can completely remove NIS then go through all that time a aggrivation again with updates and re boots to get ID safe working?
I promise not to upgrade to any more updated versions of Firefox in the future.

This can be a long drawn out process, but one that has proven to work for folks in the past who have gone back and forth with Norton LU and FF upgrades.
Please do the following in the exact order I list:
Totally uninstall Firefox
Download a fresh copy of Firefox 13.0.from here: http://www.mozilla.com/en-US/firefox/new/
Install the fresh copy of firefox.
Download a fresh copy of NIS 2012 from here: www.norton.com/nis12
If you use Identity Safe, backup your Identity Safe data. Due to the critical nature of the information contained in ID safe we would recommend backing that up manually first just as a precaution even though you will choose to retain all settings when removing NIS.
Remove NIS using Programs and Features (Add/Remove Programs if you are using XP) - do not run the NRT as you'll want to keep your Identitiy Safe and other settings.
Install the fresh copy of NIS.. Run LiveUpdate as many times as necessary for it to respond that there are no updates found (rebooting as requested by LiveUpdate).
Once all that is done in the order I am asking for you to do it, please check Firefox 7.01 and let us know the version number (hopefully it will not show "Release") and also look at "Add-on's" and see if Norton Toolbar 2011.7.2.3 and Symantec IPS 3.2 are listed and shown as enabled.
Do you now have the Norton Toolbar in FF 13.0

First, in spite of my frustration I sincerely appreciate your help.
Not sure what you mean by checking firefox 7.01? Anyway, I did all that in the exact order you said. took about an hour with all the reboots and downloading. Unfortunately, Norton toolbar still not available including if I go to Tools - Addons.See the screen shots attached.
NIS reports itself as ver 19.7.1.5.
Remember, I am on Win 7, 64 bit.
When I removed Firefox 13 I used the option to retain my settings. Was that a mistake?
what now ?

For some reason I am not allowed to include attachments. I tried to include three screen shots ("PNG") in my last message but they were stripped out.
More frustration - LOL.

Oh, and by the way. Firefox reports itself as 13. There is a sentenance below that says I am "currently on the release channel update channel." I did however download from the link you included.
This was one of the screen shots I was not allowd to include in my message to you.

Hi flyingguy - my bad, I used an old Macro and updated part of it - but not all of it - the following is the corrected version - also please note my typo re now show vs not show in regards to relase channel. - sorry.
Once all that is done in the order I am asking for you to do it, please check Firefox 7.01 13.0 and let us know the version number (hopefully it will now show "Release") and also look at "Add-on's" and see if Norton Toolbar 2011.7.2.3 2012.7.3.1 and Symantec IPS 3.2 Norton Vulnerbility Protection 10.1.1.8-4 are listed and shown as enabled.
Actually in my past experiences with others using this procedure they reported it did not matter if "retain my settings" were selected or not. IMHO, I still believe the total uninstall (do not retain settings) is the safest way to go in order to get it all in sync.
One thing I did notice on your screen shot. As compared to mine, FF13 About shows my copy is up to dat, while yours has the "check for Updates Options" I don't know if that has anything to do with it or not, but it would hurt to Check forupdates ust to se if it will change to "up to date.
Please keep us posted.

I appreciate your persistance. I clicked on the "check for updates" button in the Firefox banner and it returned "you are up to date," just like yours.
Relative to the addons showing the norton toolbar and vulnerability protection, you can see from the first screen shot they are not shown and doing a search in Firefox addons and extensions for keyword "norton" (second screen shot) did not pull them up either.
I suppose the next thing will be to use a deep cleaner to remove both NIS and Firefox, then reinstall. I will try that tomorrow. It is evening here in Malaysia and I am going to bed!
I will let you know how it turns out after I give it another try tomorrow.
