What would be the licensing cost and procedure in such a scenario ?

Is an Online API available for such a requirement ?

Whom can I get in touch with and how ( In Norton Team ) for having such a service ?

Try contacting Norton Support. Click on the Contact Us link at the bottom of the page.  Email would probably be the best route to take. They may not be able to help right away, but they can forward your request to the appropriate department.
