FYI: I did online chat with Norton's tech support about this. They said that Norton checks web sites before you go to them and will tell you if it isn't safe before it allows you to go to it.
I don't like blatantly enabling Javascript and Plug-ins for all sites. But they both are required for Norton Safe Web to work on Chrome. And Norton said it was ok, so I guess I'll do it.
I don't really accept this as "solved" though.

Hi TradeHound,
It is dangerous to allow JavaScript globally, and it is not necessary to do so. You only need to allow it for Google, or whatever search engine you use. Managing JavaScript in Chrome is covered in the following article:

SendOfJive: No it still doesn't work. I just checked it again and it still does the same thing I described in my previous posts. Look at my screen images and read my notes right above each one.

Just a shot in the dark here - I wonder if page prerendering is causing the problem. Try turning off this feature in Chrome and see if it makes a difference:

AAAHHHH that's it! I figured out how to do this!
Go to chrome://plugins/
scroll down to Norton Confidential and check 'Always allowed'.
I guess that allows the Norton toolbar / Safe Web to work on all sites, even if JavaScript and Plugins are blocked.
