Will people currently getting boxed NIS for Mac (Snow Leopard) be able to use this CD for a Lion system on will they need to download a Lion specific version from this site? Thanks.

It's far, far too early to answer these kinds of questions unfortunately. However, even if I knew the answer, I couldn't really tell you. It's Symantec policy not to comment on unannounced products, because then if we break those promises people get upset.

When we know more about Lion (such as a more exact ship date!) we'll have more information.
