Saw these, that's why I uninstalled and reinstalled all the .net frameworks.  To no avail.

Click start > run and type services.msc. In the services console, enable the Windows Modules Installer Service. Set it to Startup Type: Automatic, then click start. Retry the install.

One more thing I found that resolved another Ghost installation issue like this:

1. Click on "Ok" on the error message.
2. The installation process will roll back.
3. Go to "C:\Windows\".
4. Locate "Installer" folder and rename it to "Installer_old".
5. Create a new folder named "Installer".
6. Initiate the Ghost 15 installation one more time.
7. After the installation is complete, click on "Yes" to restart the machine.
8. After the machine restarts, copy the contents of the newly created "Installer" folder into the "Installer.old".
9. Now delete or rename the "Installer" folder and rename "Installer.old" back to "Installer".

Worked like a charm!  Hope others who have the same error can find this solution.
