I purchased Norton Utilities 15and soon after Norton Utilities 16 was released.
I attempted to upgrade NU 15 and but received a message to uninstall NU15 and install NU16 which I did.
However when I attempted to activate I received the following:
I spent hours with the Helpdesk, even giving up remote access to resolve the problem. They told me to redownload and reinstall; verified my original key and even gave me a new activation code but I am still receiving the error. Norton support is now sending me on a circuitous route back to the download page.
Of course as of now the 15 days are up, so it is nonfunctional.
Anyone who can help or provide any insight I would greatly appreciate it.

As far as I know the key for NU15 will not activate NU16. Unless customer Support gave you a great deal to upgrade for free, then you will need to buy a new key for NU16. Norton utilities isn't subscription based like NIS and NAV, so although you can run Smart Update to update NU, you can't upgrade for free.
In any case, you might try Customer Support again and see what they say. You can reach them at http://www.norton.com/chat. If you have a case number you should quote that to the support rep.

You may or may not be correct, but if you are then Norton's advertising would be false or misleading at best.
Since 2004 I have always used Norton, and have always paid a little more at renewal time to upgrade to a better product without problems.
I renewed my 360 as of Sep 22, 2012 and was offered an upgrade bundle; the bundle offered Norton Utilities not NU 15 or NU 16. Perhaps the three rounds of techicians did not understand the issue although I explained in detail and even received a new activation code.
However If you are correct I would be deeply disappointed with this and future Norton Products or renewals.

You can upgrade Norton 360, Norton Internet Security and Norton Antivirus to the latest versions free of charge.
I have just reinstalled NU15 on my other computer and after two rounds of Smart Update I received this pop-up.
So it would appear to me that although I would get a discount I would still have to pay the difference to upgrade to NU16.

If you have purchased Norton Utilities before 22nd of October 2012, you have purchased Norton Utilities 15.0. Make sure that you download and install the correct version of Norton Utilities that you purchased. You cannot activate Norton Utilities 16.0 using the activation code of Norton Utilities 15.0.
Please note that Norton Utilities product is not subscription base like other Norton products.
Therefore subscription renewals are not required.
However when you wish to upgrade your Norton Utilities,
you will need to purchase the new version.
