My company was using Ghost 2003 with XP machines and using the drive clone feature previous, but with our new computers, we switched to Win 7 x64 and have bitlocker enabled.  Is it possible to use Ghost 15 SP1 to clone the encrypted drive to another hard drive that is bootable?

What backup software are you using? In some case, yes, but I would contact the mftr of your encryption software to get specific instructions on performing backups with their software.

I'm trying to use Ghost 15, and I'm using bitlocker that comes with Windows 7.
